EPA Delays GHG Reporting Deadline

On March 1, 2011, the U.S. EPA announced that the federal reporting deadline for greenhouse gas (GHG) emissions under its Mandatory Reporting Rule for Greenhouse Gases would be delayed from March 31, 2011 until later in the year.  The delay is intended to provide sufficient time for EPA to adequately test its electronic Greenhouse Gas Reporting Tool (e-GGRT) and to give users the opportunity to test, provide feedback on, and become familiar with the tool prior to the reporting deadline.

Although EPA has been actively registering users of its e-GGRT system under the initial deadline, it had not provided users access to the tool to start entering data.  Users had growing concerns over the limited timeframe between the anticipated release of the e-GGRT reporting module and the March 31 deadline, so this delay will take some pressure off of the thousands of affected facilities subject to initial reporting requirements under EPA’s Mandatory Reporting Rule.

According to EPA’s announcement, it will make the final electronic reporting tool available this summer and will announce a new submittal deadline for later in 2011.  More detail on EPA’s intended changes will be announced this month, and EPA will ensure that the reporting extension is in effect before the original deadline of March 31, 2011.  In the meantime, affected facilities and suppliers should continue to prepare their 2010 emissions data so they will be ready when the e-GGRT emissions reporting module becomes available.
