Quarterly Air Quality Client Contact Call Highlights – November 17, 2016



  • IDNR provided an update on the expected Title V budget shortfall (also discussed in the recent Title V stakeholder workgroup).  Due to decreasing actual emissions, projected annual fees revenue is not expected to meet the budget needs.  IDNR is seeking additional funding options and looking at possible budget cuts (e.g., monitoring network reductions) as well as increasing actual emission fees.
  • IDNR summarized highlights from the recent Title V workgroup that will be considered further.  Additional information from the event will be posted on the website in the next week.
    • Consider having an optional pre-application and/or draft permit review meeting.
    • Evaluate updates to the forms to avoid duplicate information; option to have a checkbox to indicate all information for a unit/stack is the same as the last Title V application
    • Track metrics on the types of additional information requested and why it was not in the original application
    • Require electronic copies of emission calculation workbooks when engineer starts reviewing the submittal
    • Have a customer satisfaction survey once permit is issued (Lori Hanson to call permittees)
    • Requested IDNR keep sending out reminders on renewal due dates and allowing facilities a draft to review prior to the official public comment period draft.
    • Next workgroup sessions are January 17-20, 2017.  Let Lori Hanson know if interested in participating in some or all of the workgroup sessions.
  • Regulatory certainty package was approved by the Environmental Protection Commission.
  • Asbestos fee notification.
  • IDNR is still getting bids for the e-Application system design.
  • Updates to the SLEIS functionality were released in September.  SLEIS training sessions will be held in Cedar Rapids and Des Moines in early 2017.  IDNR is also updating the online training videos.
  • IDNR expects to have online asbestos notifications and fee payment functionality in place by 2017.
  • Tentative schedule for 2017 Air Quality Client Contact Meetings:  February 23, May 25, August 17, November 30.
