Summary of Qualifications
Mr. Iwanski is an environmental professional with over 25 years of experience assisting industrial facilities with regulatory and permitting requirements under the Clean Air Act. He has participated in several hundred projects requiring expertise in regulatory applicability analysis, emissions calculations, refined air dispersion modeling, control technology analysis, netting analysis, and compliance demonstration and management under federal New Source Review (NSR) and Title V programs and state permitting programs. He has participated in stakeholder groups for regulatory development, assisted clients in providing public comment on draft regulation, and negotiated extensively on behalf of clients on permit terms. Mr. Iwanski has also taught many professional training courses on federal and state air quality regulations with particular expertise in the area of Prevention of Significant Deterioration (PSD). Prior to joining Trinity Consultants in 1990, Mr. Iwanski was a weather officer in the U.S. Air Force.

Mr. Iwanski has provided senior technical support and expert testimony for legal issues such as regulatory applicability, control technology requirements, and fuel change consequences. His representation of industrial clients has included enforcement, civil, and class action cases. His expertise has been called upon in cases dealing with retroactive permitting issues, pollutant dispersion, triggering of NSR, New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP), and state and local requirements, due diligence audits related to asset acquisition, zoning changes, and enforcement resolution. He has prepared expert opinion reports, delivered deposition testimony, and participated in settlement strategy discussions. He has received frequent positive feedback regarding his ability to deliver clear, concise explanations on very complex topics.
