Consulting Manager - Midland, Texas


This position is for the technical and consulting office lead for Trinity's new Midland, TX office.  Through effective management of projects and project team members, ensure quality product and customer service, thereby developing and growing client base and enhancing the firm's revenue and reputation in the Permian Basin.


  • Execute projects in the following areas for Oil & Natural Gas industry: Air quality regulations     and their applicability/ impact; preparing New Source Review and Title V permit applications; preparing emissions inventories; recommending control technology equipment and processes to clients to ensure compliance with applicable regulations; conducting compliance audits; and evaluating clients' potential for risk.
  • Manage the new Midland, TX office by developing and executing business plan that results in growth and opportunity for employees and incremental revenue for the firm.
  • Hire, retain and mentor technical project staff.
  • Ensure proper resources are allocated to ensure sufficient project coverage, and to ensure timely, quality consulting services, including coordination of resources with other Trinity offices. 
  • Ensure that resources have training to perform job duties.
  • Perform QA/QC on all major work products accomplished by assigned project team members in accordance with ISO 9001.
  • Perform invoicing and budget reviews for projects, and monitor project budgets to ensure proper/accurate invoicing.
  • Conduct performance reviews in accordance with company policy and establish/monitor goals for direct reports.
  • Provide project leadership through clear direction planning, communicating priorities, and technical support.
  • Proactively engage in business development for the firm by maintaining relationships with   existing clients seeking to establish business relationships with new clients.
  • Prepare proposals for project work.
  • Interface with internal and external clients through both written and oral communication.
  • Present self-prepared courses, webinars, and seminars to industry clients and prospects. 


Manages 1-4 subordinate supervisors.  Is responsible for the overall direction, coordination, and evaluation of Midland, Texas.  Also may directly supervise 1-4 non-supervisory employees.  Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Bachelor's degree (B. S.) in Chemical, Mechanical, Environmental/Civil Engineering, Petroleum Engineering, Earth Science, Environmental Engineering, or related Atmospheric/Environmental Science from four-year college or university.  The successful candidate must have at least five years of air quality permitting and compliance experience in the oil & natural gas industry.

Must have computer literacy, including basic programming, word processing, spreadsheet skills, and knowledge of Microsoft Office software package.


Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.  Ability to write speeches and articles for publication that conform to prescribed style and format.  Ability to effectively present information to top management, public groups, and/or boards of directors.


Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations.  Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.


Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Frequent travel to industrial sites, including oil & gas operations in remote locations, is expected.

Visits to client sites, conducting inspections, audits, and due diligence at facilities, and overseeing site activities such as testing or construction are also affected by environmental conditions.
