Kathy is a certified air permitting professional in the San Joaquin Valley Air Pollution Control District with more than 20 years of experience in air quality including preparation and negotiation of permits, health risk assessments, emission reduction credit banking, environmental compliance auditing, mutual settlement discussions, and all aspects of the Title V federal operating permit program. She also has extensive similar experience in nearby air districts and under CARB and EPA. She has managed activities under California AB 2588 air toxic “hot spot” requirements including preparation of emission inventory plans and reports, health risk assessments, public notification plans, and risk reduction audits. Kathy is an expert on air dispersion modeling related to potential health risk due to air toxic emissions as well as predicting ambient air quality and odor impacts of industrial operations. As a Registered Environmental Assessor, she conducts Phase I Environmental Site Assessments to identify potential environmental liabilities, and she manages waste water discharge programs and state permitted drinking water systems. Kathy provides environmental compliance assistance to clients in the oilfield, agricultural, food processing, governmental, and manufacturing sectors throughout California and in several other states.
