Wastewater Discharge Permitting FAQs

The NPDES program, authorized by the Clean Water Act, requires industrial facilities that discharge pollutants to U.S. waters to obtain permits. Separate programs exist for wastewater and stormwater discharges.

Trinity assists with NPDES wastewater permits, pre-treatment permits, land application and reuse permits, and stormwater permits for both construction and industrial activities. We also support zero-discharge permits where applicable.

Most industrial facilities need a water permit for either direct discharges or indirect discharges of stormwater and/or wastewater. Non-discharging facilities can even trigger certain permits (e.g., reuse permits, zero-discharge permits, etc.).

Direct discharges are released straight to a surface water (permitted under the NPDES program), whereas indirect discharges are sent to a Publicly Owned Treatment Work (POTW) first.

Effluent limits are based on either technology-based effluent limits (e.g., categorical or other TBELs) or water quality-based limits (using water quality criteria and stream designations).
