Colorado HB22-1244

Colorado HB22-1244 was signed into law in June 2022 and creates a new program to regulate air toxics. CDPHE is required by the law to gather specific information and promulgate new air toxics rules and programs. The newest requirement is submittal of annual air toxics emissions reports by June 30 each year. Trinity has extensive experience preparing air toxics emissions reports and is ready to assist Colorado facilities subject to this new annual reporting requirement.

Colorado - Specific Expertise

Key Service Specifics by State Regulation

Trinity staff bring extensive hands-on knowledge of Colorado environmental permitting and compliance.

Experience the edge with Trinity’s Colorado team – your go-to experts for every facet of air permitting under the Colorado Department of Public Health and Environment (CDPHE) Air Pollution Control Division (APCD). We don’t just understand the intricate challenges of permitting in the Denver Metro North Front Range (DMNFR) severe nonattainment area for ozone – we thrive on solving them. From the crucial early stages of project planning and feasibility analysis to securing your final permit and ensuring airtight compliance, we stand side by side with you at every step, transforming complex regulatory hurdles into opportunities for your success.

Trinity’s Colorado air dispersion modeling experts skillfully guide you through the complicated requirements of the Colorado Department of Public Health and Environment (CDPHE) Dispersion Modeling Unit (DMU), handling every detail from completing APCD-114 Modeling Determination Request forms to thoroughly demonstrating NAAQS and property-line compliance. Between our local in-depth modeling experience and working closely with the CDPHE modeling group, we can provide CO-specific insight for each project and develop the most beneficial strategies based on client needs.

Environmental due diligence is essential for minimizing risk and ensuring informed decision-making during capital projects and sales transactions. Our Denver based team provides timely and thorough assessments – such as Phase I Environmental Site Assessments, enhanced regulatory reviews, and risk evaluations – that help buyers, sellers, and developers understand potential liabilities and future regulatory impacts. Using our extensive Colorado permitting experience and in-depth knowledge of CDPHE and federal environmental regulations, Trinity’s Denver team is ideally suited to conduct effective compliance audits to ensure that all applicable regulations have been properly addressed, determine compliance status, and suggest corrective action where needed.

Trinity can assist with preparation, review, and PE certification of Spill Prevention, Control, and Countermeasure (SPCC) Plans for oil storage and Stormwater Management Plans (SWMPs, also referred to as Stormwater Pollution Prevention Plans) as required by NPDES/CDPS stormwater permits.

Our Denver-based team delivers comprehensive EHS auditing and verification services, ensuring your operations meet state and federal standards while reducing risk and improving performance. Partner with Trinity for proactive compliance strategies and internal audits that streamline certification readiness and strengthen stakeholder confidence across your Colorado facilities.

Trinity supports clients in meeting federal and (Colorado) state environmental review and permitting requirements, including those of the: National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA) Section 106, Endangered Species Act (ESA), Clean Air Act (CAA), Clean Water Act (CWA), Colorado Department of Public Health and Environment (CDPHE), and Energy and Carbon Management Commission (ECMC). Our services are inclusive of environmental and cultural-resource work, from field surveys and tribal consultation to cumulative impact documentation under ECMC’s new rules (effective December 16, 2024) for oil and gas development plans.
