Courtney Garland, P.E., a 12-year veteran of Arkansas air quality permitting, has joined Trinity Consultants' Little Rock staff as Project Manager. Mr. Garland's previous experience includes positions with Pollution Management, Inc, the Arkansas Department of Environmental Quality, and Garver & Garver Consulting Engineers. His areas of expertise include Title V permitting assistance and regulatory negotiations.

Mr. Garland received a B.S. in Mechanical Engineering from the University of Arkansas-Fayetteville and is a licensed professional engineer in Arkansas. He began his career with Garver & Garver Consulting Engineers, where he worked as a technical design engineer. In 1989, Mr. Garland began a five-year tenure with the Arkansas Department of Environmental Quality, eventually serving as Air Regulations Supervisor.  His duties included reviewing environmental permit applications and guiding facilities through the air permitting process. In 1994, Mr. Garland joined Pollution Management, Inc. as Manager, Air Permitting Division. He provided air quality consulting to industrial facilities and played an active role on the Air Committee of the Arkansas Environmental Federation (AEF), of which he remains a member. In addition to his AEF affiliation, Mr. Garland is also a member of the Air and Waste Management Association.
