Now in his 20th year at Trinity, Russell Bailey has supported clients throughout the Eastern states with Clean Air Act-related challenges including construction permitting, air dispersion modeling, compliance management, and litigation support. His expertise is particularly deep in environmental regulations for the electric power sector such as CAIR and the new MATS rules, and he frequently teaches custom courses on PSD for electric utilities.
During his tenure at Trinity, Russell has managed the Atlanta office, helped found the Orlando office, and opened the Roanoke, Virginia office. In addition to consulting work, Russell has taught numerous training courses on electric power PSD and NSPS applicability triggers as well as state regulations and permitting requirements in Virginia. He is an active member in the Virginia Manufacturing Association (VMA) air subcommittee and closely tracks regulatory developments throughout Virginia. He has a B.E. in Mechanical Engineering from Vanderbilt University and a M.S. in Environmental Engineering from the University of Illinois Urbana-Champaign. Russell is an avid canoeist and cyclist who routinely commutes by bike, and he appreciates the proximity of outdoor activities to Roanoke.
