On December 28, 2017, EPA published an Advanced Notice of Proposed Rulemaking (ANPR) with the stated purpose of soliciting information from the public about a potential future rulemaking to limit greenhouse gas emissions from existing electric utility generating units. Specifically, EPA is soliciting information on “the proper respective roles of the state and federal governments in that process, as well as information on systems of emission reduction that are applicable at or to an existing EGU, information on compliance measures, and information on state planning requirements under the Clean Air Act (CAA).” This is a separate action from the intent to repeal the Clean Power Plan, and this ANPR is not a new regulation itself.
