Rule changes to Division 1, General Administration were proposed June 20, 2018 and became effective December 7, 2018. These changes relate to the membership of the Environmental Management Commission of ADEM and also clarify where records of the Environmental Commission's meetings may be found. Rule changes to Division 3, Air Pollution Control Program were proposed on June 20, 2018 and became effective December 7, 2018. These revisions change the distribution of excess allowances under each trading program; add language under the NOX program for units in Indian country within the state of Alabama; add the term Group 2 to language under the Ozone Season Trading Program; incorporate by reference EPA changes to NSPS and NESHAP; clarify the definition and requirements for regulation and replacement of emission units; and repeal Chapter 335-3-19, Control Of Municipal Solid Waste Landfill Gas Emissions. Rule changes to Division 6, Volume 2, Water Quality Program (UST) were proposed July 20, 2018 and became effective December 7, 2018. These revisions amend the implementation date for new testing requirements to allow UST owners and operator more time to prepare their equipment to meet these testing requirements and correction of typographical errors.
