The Arizona Department of Environmental Quality (ADEQ) is proposing to issue two General Air Quality Permits for Crushing and Screening Facilities and for Hot Mix Asphalt Plants. These new permits are a renewal of the existing General Permits. The development of these permits included the execution of the AERMOD model to determine ambient impacts. Due to this modeling analysis, the operational limits applicable in these new permits are as follows:

  • Crushing and screening plants
    • PM10 Attainment Area
    • Stand-alone = 6,500 tons per day
    • Collocated with concrete batch plants = C&S: 6,500 tons per day and CBP: 1,275 yd3 per day
    • PM10 Nonattainment Area
    • Stand-alone = 4,410 tons per day
    • Collocated with concrete batch plants = C&S: 4,095 tons per day and CBP: 1,275 yd3 per day
  • Hot mix asphalt plant
    • PM10 Attainment Area
    • Stand-alone = 5,280 tons per day
    • Collocated with crushing & screening and concrete batch plants = HMAP: 4,200 tons per day and C&S: 3,780 tons per day and CBP: 1,275 yd3 per day
    • PM10 Nonattainment Area
    • Stand-alone = 3,150 tons per day
    • Collocated with concrete batch plants = Not authorized
