The Maricopa County Air Quality Department (MCAQD) has a new requirement for performance test protocol submittals on the IMPACT portal. The IMPACT portal is designed to provide a user-friendly interface for industry representatives to submit required information directly to MCAQD. Only a registered “certifier” in the system can submit performance test protocols and final performance test reports. MCAQD is no longer accepting emailed or mailed submittals.

To access the IMPACT portal, you must first create an electronic signature through the Environmental Protection Agency's Shared CROMERR Services (SCS) electronic reporting site. Please note that this process can take up to five business days. Detailed instructions on how to create your electronic signature and additional submittal instructions can be found on MCAQD's website. Note that a consultant or tester can register in the system and upload materials, but a “certifier” from the source will need to perform the official submit.

When a test protocol is created (as a preparer or certifier), four validations are required. Submittal requires providing a description/list of units to be tested, providing the test date (if known), uploading the protocol (typically attached in PDF format), and uploading the protocol submittal form (pdf). Actual performance test results can be uploaded as a compliance report. In the IMPACT portal, the compliance report now has an option asking if the submittal is for test results. Once selected, a drop-down menu will appear to associate the results with the corresponding protocol record that was created when the protocol was submitted.
