The Antelope Valley Air Quality Management District (AVAQMD) is designated as non-attainment for ozone (>70 ppb O3) based on National Ambient Air Quality Standards (NAAQS). Thus, AVAQMD is federally required to:

  • Evaluate District rules to ensure they satisfy Reasonably Available Control Technology (RACT) for specific sources, including:
    • major sources of ozone precursors
    • sources that are subject to Control Techniques Guidelines (CTGs) issued by the U.S. Environmental Protection Agency (EPA)
  • Submit a Federal Negative Declaration (FND) for sources listed on the CTG documents that are not present in the non-attainment area
  • Provide certification of their emission reporting program for VOC and NOx sources (which are precursors to ozone)

AVAQMD completed these tasks and compiled the relevant documents (RACT SIP Analysis, FNDs, and Emission Statement Certification, respectively) in its 70 ppb Ozone Standard Implementation Evaluation, which will be considered for adoption at its May 19, 2020 Governing Board meeting. The findings are summarized below:

  • Major sources required to be under RACT are Lockheed Martin and Northrop Grumman, and both are currently under RACT District rules
  • District rules that require additional analysis and a potential amendment to meet RACT standards are Rule 1113 - Architectural Coatings, and Rule 1124 - Aerospace Assembly and Component Manufacturing Operations
  • 31 FNDs to be filed; 30 are re-adoptions; 1 is new (Automotive/Transportation and Business Machine Plastic Parts)
  • AVAQMD's current emission reporting program meets federal ozone standards; AVAQMD certifies as is, and no revision is required
