The Bay Area Air Quality Management District (BAAQMD) is proposing amendments to its Refinery Emissions Inventory Guidelines (“Guidelines”) and is accepting comments through September 11, 2020. The proposed amendments include aligning terminology and revision procedures with BAAQMD Regulation 12, Rule 15: Petroleum Refining Emissions Tracking amended on December 19, 2018, and clarifying that emissions from stationary contractor operations that are temporary do not need to be included in a facility's inventory, unless previously reported. BAAQMD will also accept comments, as appropriate, to the entirety of the Guidelines. The proposed revisions to the Guidelines are available online as well as the Original 2016 Guidelines Redline showing all prior revisions.
