During the December 19, 2018, public hearing, the Bay Area Air Quality Management District (BAAQMD) adopted the Expedited Best Available Retrofit Control Technology (BARCT) Implementation Schedule required by Assembly Bill 617 (AB 617). AB 617 requires air districts in nonattainment of one or more air pollutants to adopt an Expedited BARCT Implementation Schedule by January 1, 2019. BAAQMD is in nonattainment for ozone (O3) and particulate matter (PM10 and PM2.5). The BARCT review addresses sources of nitrogen oxides (NOx), reactive organic compounds (ROG), particulate matter (PM10 and PM2.5), and sulfur dioxide (SO2). NOx and ROG are ozone precursors and SO2 is a condensable particulate matter precursor.

As part of Expedited BARCT Implementation Schedule adoption, BAAQMD staff published the Final Staff Report . The Final Staff Report lists the rule development schedule for affected source categories. The adopted schedule differs from the proposed schedule in the Initial Staff Report, particularly for petroleum wastewater treating, refinery fluid catalytic crackers and CO boilers, and Portland cement manufacturing.
