The Bay Area Air Quality Management District (BAAQMD) will hold a public hearing on proposed amendments to District Regulation 12 Rule 15: Petroleum Refining Emissions Tracking (Rule 12-15). BAAQMD accepted public comments on the proposed amendments through November 22, 2019. The amendments propose a revised submittal deadline of April 15 for criteria pollutant, toxic air contaminant, and greenhouse gas annual emission inventories to BAAQMD. The intent of the revised submittal deadline is to be consistent with recent changes to the state-level emission reporting requirements. The proposed amendments also require subject-facilities to submit third-party verified greenhouse gas annual emissions inventories required by the California Air Resources Board's (CARB's) Mandatory Greenhouse Gas Reporting Regulation (MRR Regulation) to BAAQMD on August 15th of each year. The proposed amendments also reduce the allotted time for BAAQMD's review of the annual emission inventories and for facility responses from 45 days to 21 days in both cases.
