The Bay Area Air Quality Management District (BAAQMD) will be holding public workshops on proposed Regulation 13 (Climate Pollutants) and Rules 13-2 (Organic Material Handling and Composting), 13-4 (Sewage Treatment and Anaerobic Digestion), and amendments to Rule 8-34 (Solid Waste Disposal Sites).
The Regulation and Rules to be discussed are part of the BAAQMD's Basin-Wide Methane Strategy, as outlined in the 2017 Clean Air Plan to reduce odors, methane emissions, and non-methane organic compound emissions. Facilities affected by the proposed Regulation and Rules include landfills, facilities processing organic materials, composting operations, municipal sewage treatment and anaerobic digester operations, and facilities emitting methane.
The proposed and amended rules reflect the following requirements:
- Regulation 13, Climate Pollutants defines common terms, administrative requirements, and compliance determinations for the entire suite for Regulation 13 rules.
- Rule 13-2 establishes best management practices, minimum standards, and reporting for facilities handling organic material and operating composting facilities.
- Rule 13-4 establishes best management practices, emission standards, recordkeeping, and reporting requirements for municipal sewage treatment and anaerobic digester operations.
- Rule 8-34 amendments establish more stringent provisions on emissions from solid waste disposal sites.
