On September 15, 2017, the Bay Area Air Quality Management District (BAAQMD) released an updated version of Regulation 11:  Hazardous Pollutants, Rule 18:  Reduction of Risk from Air Toxic Emissions at Existing Facilities (Rule 11-18). The proposed rule is intended to reduce health risks from toxic emissions to residents, workers, and students near existing facilities. Rule 11-18 would require the calculation of a health prioritization score for facilities that report toxic air contaminant emissions, with facilities scoring above a certain value triggering a health risk assessment.

The update incorporates two minor revisions to the version of the proposed rule. One change was to the language of section 11-18-226, which defines the term "toxic risk facility." The second change was made to the language of section 11-18-406 in order to clarify how the implementation of the proposed rule would proceed.

Comments on the proposed rule are being accepted until October 16, 2017 at 5:00 PM. The Board of Directors of the BAAQMD will consider the proposed rule during their meeting on November 15, 2017. For more information on the proposed rule and to submit a comment, please visit the District's website.
