Due to the ongoing COVID-19 pandemic, a lot of facilities are facing increased usage of sanitizers for their employees' hygiene practices. SCAQMD has prohibitory rules under Regulation IV which restricts emissions from miscellaneous sources or activities when a source-specific standard is not established by SCAQMD under Regulation XI.

The purpose of SCAQMD Rule 442 - USAGE OF SOLVENTS, under Regulation IV, is to reduce emissions of Volatile Organic Compounds (VOCs) from VOC-containing materials or equipment not subject to the VOC limits. The usage of sanitizers will be subject to this rule due to its general applicability criteria. The rule limits the VOC emissions to 833 lbs./month from the use of VOC containing materials and requires daily or monthly tracking and recordkeeping of VOC emissions. In general, SCAQMD does not intend to relax or give a relief concerning the Rule 442 requirements at present.
