The South Coast Air Quality Management District (SCAQMD) held its second working group meeting on January 16, 2018, for Proposed Amended Rules (PARs) 1146, 1146.1, and 1146.2 and Proposed Rule (PR) 1100. PARs 1146, 1146.1, and 1146.2 establish NOx emission limits for boilers, steam generators, and process heaters of various capacities; PR 1100 - Implementation Schedule for NOx Facilities establishes the compliance schedule for facilities exiting the Regional Clean Air Incentives Market (RECLAIM) program. The proposed rule changes are aimed at facilities transitioning out of the RECLAIM program.

Previously in the SCAQMD, the equipment mentioned above were not subject to Rules 1146, 1146.1, or 1146.2 if they were located at a facility that was part of the RECLAIM program. The working group meeting focused on updating the Rule 1146 series to remove RECLAIM exemptions and add provisions for RECLAIM facilities. The proposed rules also address facilities that will be transitioned under an industry-specific rule separately, such as Electricity Generating Facilities, refineries, metal operations facilities, and aggregate facilities. The compliance schedule for PARs 1146 and 1146.1 is staged over a two-year period, taking into consideration equipment size range and the number of units at a facility.

Preliminary draft rules and a preliminary draft staff report were published on January 19, 2018. The SCAQMD Governing Board Hearing is anticipated to take place on April 6, 2018.
