The South Coast Air Quality Management District (SCAQMD) is proposing to add Rule 1304.2, Greenfield or Existing Electrical Generating and Rule 1304.3 Qualified Native Load Electrical Generating Facility Fee for Use of SOx, PM10, and NOx Offsets.  The rules will allow certain facilities to pay fees to use SOx, PM10, and NOx emission offsets from the SCAQMD if they are unable to meet the Emission Reduction Credit (ERC) requirements of Rule 1303 Requirements.  Rule 1304.2 applies to California Public Utilities Commission-regulated electrical generating facilities.  Rule 1304.3 applies to Publicly Owned Electrical Generating Facilities (POEGFs).  The proposed rules will help facilitate grid reliability and balance new electrical generation and capacity increases.
