The South Coast Air Quality Management District (SCAQMD) held its fourth working group meeting on December 1, 2016 to discuss Proposed Rule 1430 – Control of Emissions from Grinding Operations at Forging Facilities.  This proposed rule will reduce toxic and particulate matter emission from dry metal grinding and metal cutting operations at metal forging facilities.  The rule will apply to facilities that conduct dry metal grinding or metal cutting.

The Proposed Rule 1430 will include requirements for total enclosures and emission limits for particulate matter (PM).  The rule will also include housekeeping requirements, such as semi-annual cleanings and daily vacuuming.  Source tests, monitoring, and recordkeeping are also included in the rule.  Any permitting required by the rule must be submitted to SCAQMD within 60 days of the rule adoption.  The board hearing for the rule is currently scheduled for March 2017.
