Yolo-Solano Air Quality Management District (YSAQMD) is proposing to amend YSAQMD Rule 2.14 (Architectural Coatings).  The proposed revisions would affect manufacturers, retailers, distributors, and users of architectural coatings.  The proposed Rule language can be found here.

The main proposed revisions for Rule 2.14 include:

  • Addition of new coating categories (e.g., aluminum roof coatings and wood coatings) and removal of some older categories (e.g., varnishes and quick-dry enamels)
  • Lowering of volatile organic compound (VOC) limits for some categories
  • Averaging compliance provisions section removed
  • Adding requirement for sales data reporting for retailers and removing all other reporting requirements

The proposed new categories and VOC limits would be effective starting January 1, 2018 which will allow affected sources time to comply with the new limits.  The coating categories that are proposed to be removed will be eliminated after the effective date of January 1, 2018.
