Draft Proposed State Mitigation Plan under the Volkswagen Consent Decree

The Connecticut Department of Energy and Environmental Protection (CTDEEP) developed a State Mitigation Plan (SMP) under the October 2016 Volkswagen Consent Decree.  The draft plan outlines the mitigation projects that the CTDEEP proposes to undertake, in order to reduce the emissions of nitrogen oxide (NOx) from road and non-road mobile sources, using the mitigation funds it will receive from the Volkswagen settlement.  Specifically, the plan includes details about the following.

  • Connecticut's air quality challenges, focusing on NOx and Ozone (O3).
  • Funding available to the CTDEEP and entities eligible to apply for funding.
  • Categories of eligible mitigation project types, including projects for on-road heavy duty vehicles, non-road equipment, commercial marine vessels, locomotives, light duty zero emissions vehicle supply equipment, and the Diesel Emission Reduction Act (DERA) option.
  • Benefits anticipated from implementation of proposed mitigation projects.

The CTDEEP is holding an informal public meeting to discuss the proposed draft SMP and mitigation actions under the plan at 10:00 AM on February 23, 2017.   Written comments on the proposed SMP revision must be submitted by 4:30 pm February 28, 2017.
