Proposed Rulemaking for the Unites States Environmental Protection Agency (USEPA) has proposed to grant the redesignation request and the State Implementation (SIP) revision submitted by the Illinois Environmental Protection Agency (IEPA) on October 15, 2010. The request included the redesignation of the Illinois portion of the Chicago-Gary Lake County, Illinois-Indiana (Chicago area) nonattainment area to attainment of the 1997 PM2.5 standard. The Illinois SIP was also revised as part of this action by requesting USEPA to approve the PM2.5 maintenance plan and PM2.5 related emissions inventories. In addition to the above re-designation request, USEPA is also proposing to approve the following for the Chicago area:
• Illinois 2008 and 2025 NOX and PM2.5 Motor Vehicle Emission Budgets (MVEBs).
• Illinois 2002 NOX, SO2, VOC, NH3 and primary PM2.5 Emission Inventories.
