On July 6, 2012, USEPA published the final rule approving revisions to the Illinois State Implementation Plan addressing regional haze.  USEPA found the plan satisfactorily addresses Clean Air Act section 169A and Regional Haze Rule requirements for states to remedy any existing and prevent future anthropogenic impairment of visibility at mandatory Class I areas.  Of particular interest were USEPA's findings regarding Best Available Retrofit Technology (BART), which significantly reduces power plant emissions for plants in Illinois.  USEPA concluded that Illinois has satisfied the requirements for BART in 40 CFR 51.308(e) and has adopted a long-term strategy that reduces emissions in Illinois that USEPA expects to suffice to achieve the reasonable progress goals at Class I areas affected by Illinois.  The final rule is effective on August 6, 2012.
