The Illinois Environmental Protection Agency (Illinois EPA) submitted an application to the United States Environmental Protection Agency (USEPA) on July 19, 2017 to seek approval to allow for electronic reporting towards USEPA's approved State of Illinois National Pollutant Discharge Elimination System (NPDES) permit program.
The Cross-Media Electronic Reporting Rule (CROMERR) establishes that electronic reporting is an acceptable medium of regulatory submittal and also establishes that these electronic documents are legally allowed. However, CROMERR requires that the state, tribal, or local government agencies that wish to receive such electronic reports/submittals under their USEPA-authorized programs seek approval from the USEPA.
The USEPA has reviewed the application for this "NPDES e-Reporting Tool," and determined that it meets the standards for approval dictated in 40 CFR Part 3, Subpart D. This approval has been published as a notice in the federal register on August 8, 2017. With this notice, the Illinois EPA can make use of the NPDES e-Reporting Tool for receiving regulatory documents from sources with an Illinois NPDES permit.
