The IEPA has recently updated the Illinois State Implementation Plan (SIP) in regard to the ozone vehicle emission Inspection and Maintenance (I/M) program and is currently accepting public comment through November 5, 2012. The revision is an effort to evaluate the impact of the emissions due to the 2012 Illinois I/M program changes as opposed to the "Alternate Low Enhanced I/M Performance Standard [40 CFR §51.351(g)]". The revisions to the SIP did not compromise the state's effort to meet/maintain the 8-hour O3 or PM2.5 NAAQS [pursuant to Section 110(l) of the CAA]. If a timely request is received (i.e., on or before November 5, 2012) a public hearing will be held on November 13, 2012, at the Chestnut Room of the IEPA headquarters in Springfield, IL. If the comment period leads to a public hearing then the public comment period will be extended to December 13, 2012.
The information for the submittal of comments can be found here.
The report can be found on the Illinois EPA website.
