On June 19, 2009, the Illinois Pollution Control Board (IPCB) adopted new rules limiting organic material emissions from area sources (those sources emitting less than 10 tons per year of a single HAP or 25 tons per year of a combination of HAPs).  35 IAC 223 - Standards and Limitations for Organic material Emissions for Area Sources applies to those facilities which sell, supply, offer for sale, or manufacture consumer products in Illinois after July 1, 2009 that contain volatile organic materials (VOMs) in excess of the limits provided in Section 223.205.  This list of products includes, but is not limited to, adhesives, cleaners, person care products, insecticides, and cooking spray.  In addition, the rule provides a list of compounds that can no longer be contained in personal care products such as antiperspirant/deodorant.  The rule does exempt those facilities which only sell products outside of Illinois.
