Annual Emission Reports
Annual Emission Reports (AERs) are due to the Illinois Environmental Protection Agency (Illinois EPA) by May 1, 2018. Subject facilities should have received their forms via e-mail from Illinois EPA. Remember to include Hazardous Air Pollutant (HAP) information for emission units subject to a National Emission Standard for Hazardous Air Pollutants (NESHAP). Also, all facilities submitting emission unit specific emissions are required to submit ozone season emissions of Nitrogen Oxide (NOx) and Volatile Organic Material (VOM).
The AER instructions were updated on November 1, 2016. Highlights of the updates are provided below.
Clarifications on the Existing Requirements
- Registration of Smaller Sources (ROSS) are not required to submit an AER.
- Certification of the data included in the AER is only applicable to information entered on the forms (e.g., reported emissions) and not to the pre-populated information on the forms (e.g., previous reported emissions).
Annual Compliance Certifications
Annual Compliance Certifications (ACCs) for sources holding Clean Air Act Permit Program (CAAPP) permits are due to the Illinois EPA by May 1, 2018. The ACCs should cover all sections of the permit including conditions related to insignificant activities and the general state-specific requirements. Construction permits issued since the last update to a facility's CAAPP permit should also be reviewed as part of the compliance certification. The 401-CAAPP which can be used to submit the CAAPP ACC was updated in January 2018 with the following revisions:
- Removed the previously required line item about “Compliance Certification Report Mailing; and
- Column (3) in Table 1 - Listing of Compliance Status for Applicable Permit Terms and Conditions has been added with a drop down list to directly choose the compliance status (C - Compliance, I - Intermittent and N-Noncompliance) as opposed to populating manually.
