New Title V operating permit application Part 2 forms are available here. The forms are designed to be adaptable to each facility's needs and provide a simpler review process for the IDNR. Additional Title V forms (Part 1, Form 1.3 and Part 3) have been updated to reference the new Part 2 forms. SPARS will not be updated to include the new Title V forms. Word versions of the new forms must be completed and uploaded into SPARS for any SPARS submittals. IDNR is anticipating additional training in April to cover the new Title V forms. Old forms can still be used until August 15, 2014.

IDNR advises facilities to use the 2009 Global Warming Potential (GWP) factors for calculating CO2e emissions in minor source construction permit applications instead of the 2013 GWP factors recently adopted in 40 CFR 98. The 2009 values are adopted directly in the Iowa Administrative Code (567 IAC 22.100 and 567 IAC 33), which the IDNR anticipates will be revised in late 2014 or early 2015 to adopt the new 2013 GWP factors. When considering major source thresholds, consider both the 2009 and 2013 GWP values for comparison to greenhouse gas thresholds. (All 40 CFR 98 GHG federal reporting must use the new 2013 GWP.)
