• IDNR discussed the budget, which included $1.3 million in cuts. Additional funding constraints are arising in light of the federal budget proposed cuts to U.S. EPA budget, not requiring fees for Title V modifications, additional staff time requirements, and options to pay for the SPARS replacement e-application system.   • The draft Title V form revisions available for comment until May 31 are expected to be finalized by mid-July 2017. Draft revisions include options for using copies of select forms from previous applications, options to submit information via Excel instead of Word forms, and other minor revisions.
  • IDNR is still seeking funding options for an e-application system.
  • Construction permitting group will be discouraging applicants from using SPARS since forms are outdated.
  • IDNR has a draft regulatory certainty package out for informal comment. Updates include adoption of current Commercial-Industrial Solid Waste Incineration (CISWI) regulations, adoption of Boiler MACT for Area Sources, and revisions to Paint Booth Permit by Rule (PBR).
