See the latest EHS federal and state regulatory updates due to COVID-19


The Massachusetts Department of Environmental Protection (MassDEP) has proposed amendments to 310 Code of Massachusetts Regulations (CMR) Chapter 7.00 Air Pollution Control that include the following:

  • Exempt Aerospace Manufacturing and Rework Operations from the metal and plastic parts and industrial cleaning solvents requirements under the volatile organic compound (VOC) Reasonably Available Control Technology (RACT) rules
  • Exempt quality assurance/quality control (QA/QC) Cleaning Activities from the industrial cleaning solvent VOC RACT rule
  • Require electronic publication of public notices for permit decisions
  • Allow boiler installation under the Environmental Results Program (ERP) for Title V Facilities

Other clarifying changes were proposed, definitions were added, and obsolete items were removed.  In addition, MassDEP proposed changes to their regulations to align with the Environmental Protection Agency (EPA) and are as follows: 

  • Allow implementation of approved operational changes prior to modifying a facility's operating permit
  • Update incorporation-by-reference of EPA's test method for wood-fired heaters
