The New Hampshire Department of Environmental Services (NHDES) published proposed amendments to the New Hampshire Code of Administrative Rules - Env-A 1200: VOC RACT (NHAR Env-A 1200). These rules require the use of control technology on certain stationary sources that emit VOCs.
Sources subject to this rule have the option of meeting specified emission limits, control techniques or they can obtain a RACT order to comply. The rules are scheduled to expire on June 1, 2019, so NHDES is proposing to re-adopt the rules with minor amendments for clarity and to align the rule with federal requirements.
Sources subject to these rules include coating and printing operations, industrial cleaning solvent operations, fiberglass boat materials manufacturing and miscellaneous industrial adhesive operations. The proposed updates will clarify the following:
- Exemptions from certain compliance provisions;
- Alternative compliance procedures for flat wood paneling and adhesive coating operations;
- Rules for cleaning activities associated with various operations (consistent with federal requirements); and
- Available methods of calculating emissions control options.

A public hearing is scheduled for June 21, 2019, and the deadline for submitting comments is June 28, 2019.
