The New Hampshire Department of Environmental Services (NHDES) published proposed amendments to the New Hampshire Code of Administrative Rules - Env-A 1700: Permit Application Forms.

The existing rules for permit applications are found in Env-A 1700, Permit Application Forms, and establish the information and forms required to be submitted by applicants for a temporary permit, state permit to operate, or Title V operating permit. The rules expired on October 1, 2019, so NHDES is proposing to readopt the chapter with amendments to incorporate the forms themselves by reference. Therefore, the submission requirements that were previously given in the narrative form in the rules, will now be contained almost entirely in the referenced forms.

In addition, the following changes are proposed to the forms:

  • Turbines and engines, currently addressed in Env-A 1704 (ARD-2 - Fuel Burning Devices) will be moved to Env-A 1709 (ARD-7 - Engines and Turbines)
  • Title V submission requirements currently in Env-A 1709 will be incorporated entirely in Env-A 1703 (ARD-1 - General Facility Information)
  • Hot mix asphalt plants under Env-A 1705 (ARD-3 - Processing or Manufacturing Equipment) will be addressed in Env-A 1710 (ARD-8 - Stationary Hot Mix Asphalt Plants)
