It's that time of the year to start planning for 2018 reports (due in 2019)! In accordance with N.J.A.C.7:27-21 (Emission Statement Rule), stationary resources in New Jersey need to report annually actual emissions of Carbon Monoxide (CO), Sulfur Dioxide (SO2), Ammonia (NH3), Particulate Matter (TSP, PM10, PM2.5), Lead (Pb), Volatile Organic Compounds (VOC), Oxides of Nitrogen (NOx), Carbon Dioxide (CO2), Methane (CH4) and 36 Toxic Air Pollutants (TAPs).

The New Jersey Department of Environmental Protection (NJDEP) has revised/lowered the reporting thresholds for most of the TAPs listed in N.J.A.C.7:27-17.9. These updates to the TAPs thresholds have been in effect since February 2018. NJDEP provided a reprieve period and the new reporting thresholds are applicable to the 2018 Annual Emission Statement (AES) reports, due to NJDEP by May 15, 2019 (automatic extension to June 15, 2019 likely for submittals made through NJDEP Online).

If your facility submits the AES report and has the potential to emit any TAP from your operations, then the emissions need to be compared with the new reporting thresholds. Please note that this comparison is for the facility-wide total TAPs against the reporting thresholds. For e.g. if your facility uses natural gas as fuel, then has the potential to emit formaldehyde from fuel usage/combustion processes. The reporting threshold for formaldehyde has been lowered from 400 lbs/yr to 3.5 lbs/yr. In this instance the total formaldehyde emissions from all combustion sources needs to be calculated and the total facility wide emissions need to be compared to the new reporting threshold value of 3.5 lbs/yr instead of 400 lbs/yr. For most of the facilities an update to the emissions calculations spreadsheet/tool will be required to evaluate these TAPs emissions and compare to the new reporting thresholds.
