The North Carolina Environmental Management Commission (EMC) took final action at its November, 19, 2009 meeting not to proceed with rulemaking for a state greenhouse gas (GHG) inventory rule. On Sept. 22, 2009, the Administrator of the U.S. Environmental Protection Agency (EPA) signed the final “Mandatory Reporting of Greenhouse Gases” Rule. The rule requires reporting of greenhouse gas (GHG) emissions from large GHG emissions sources. The first annual reports for affected facilities will be submitted to EPA in 2011 and covering calendar year 2010 emissions. According to the NCDAQ, reporting of GHG emissions in NCDAQ-required inventories will remain voluntary.
