The Rhode Island Department of Environmental Management (RIDEM) published proposed revisions to its State Implementation Plan (SIP) with respect to reasonably available control technology (RACT) requirements for volatile organic compounds (VOC) and oxides of nitrogen (NOX) emitting sources.

In 2014, Rhode Island failed to submit certain SIP revisions required for the 2008 eight-hour ozone NAAQS. This proposed SIP revision is being submitted by RIDEM to certify that its NOX and VOC RACT regulations, single source SIP revisions, and permitting requirements satisfy RACT under the 2008 and 2015 eight-hour ozone NAAQS.
