The current stormwater Multi-Sector General Permit (MSGP) TXR05000 requires that all discharge monitoring reports (DMRs) be submitted online via the online NetDMR reporting system. However, the NetDMR system is not yet configured to allow submission of Texas MSGP DMRs online. Therefore, on February 28, 2019, the Texas Commission on Environmental Quality (TCEQ) issued a temporary waiver for electronic MSGP DMR reporting. The temporary waiver will expire on August 14, 2021, and DMRs should be submitted in hard copy until that date. TCEQ has DMR forms available for download.

TCEQ mailed temporary electronic reporting waiver letters to active authorization holders. Beginning March 1, sites that obtain a MSGP will receive the temporary waiver with the certificate of authorization from the TCEQ ePermits system, after the MSGP application process is completed. MSGP permit holders should file the waiver letter with their storm water pollution prevention plan (SWPPP).
