In December 2005, the U.S. EPA first published their SPCC Guidance for Regional Inspectors as a tool for EPA inspectors, as well as owners and operators of facilities that may be subject to the requirements of the Spill Prevention, Control, and Countermeasure (SPCC) rule (40 CFR Part 112) and the general public, on how the U.S. EPA intends the SPCC rule to be implemented.  Their goal was to facilitate nationally consistent rule interpretation and implementation.  On August 28, 2013, the U.S. EPA revised the document to address regulatory updates that have occurred since the guidance was first drafted, as well as current implementation recommendations.
