All facilities with Standard Permits, minor New Source Review [NSR], Prevention of Significant Deterioration [PSD], or Nonattainment New Source Review [NNSR]) and/or Title V permits must renew these periodically, as outlined below, unless specifically stated otherwise in the specific permit.

  • NSR Permit: every 5, 10, or 15 years, depending on whether the permit was issued before or after December 1, 1991
  • Standard Permit: every 10 years
  • Title V Operating Permit: every 5 years

A permit renewal must be submitted to the TCEQ at least six (6) months prior to the expiration date, but no earlier than 18 months prior to the expiration date, or the permit will expire. For example, if a permit expires on December 31, 2020, a permit renewal application must be submitted no later than June 30, 2020, in order to be considered a timely submittal.

Currently there is no extension granted by the TCEQ for renewal application deadlines due to COVID-19. Please note that with each NSR permit renewal application, the electronic TCEQ PI-1 Workbook must be used, and all permitted sources at each location must be included. Therefore, we recommend that you allow sufficient time to prepare the permit application, even for a streamlined renewal application.
