See the latest EHS federal and state regulatory updates due to COVID-19


If the amount of hazardous chemicals stored on site has exceeded 10,000 lbs at any time, or the amount of Extremely Hazardous Substance (EHS) stored on site has exceeded the Threshold Planning Quantity (TPQ) or 500 lbs, whichever is less, then a Tier II report is required to be sent to the TCEQ, the Local Emergency Planning Committee with jurisdiction over the site, and the local fire department. The 2019 Tier II Annual reports must be submitted by March 1, 2020 using the Tier II Online Reporting System, which is accessible through the State of Texas Environmental Electronic Reporting System (STEERS).

TCEQ is implementing the following changes for the Tier II RY 2019:

Lead Acid Battery Guidance Changes

TCEQ revised its guidance on the preferred method for Tier II reporting of lead acid batteries on August 16, 2019. The guidance provides reporting thresholds, procedures, and examples for lead acid batteries.

STEERS Reporting Changes

The Tier II Chemical Reporting Team renamed the “Owner/Operator” role to the “Primary Contact” role and renamed the “Representative Role” to the “Secondary Access” role for RY 2019. The name changes do not impact the system functions of the roles.

The new Tier II Customer Help Form is available for the applicant to contact the TCEQ for assistance during the annual reporting period from January 1 to March 1. This form allows TCEQ to gather and reply more quickly to customer assistance requests.

Geographic Information System (GIS) services have been implemented to verify latitude and longitude coordinates associated with the site location.

Payment Changes

Payment is due following the submission of a report, and balances can be accessed through the TCEQ ePay website. For RY 2019, a customer does not pay the fee through ePay, they will be mailed an invoice to the billing contact listed in the application periodically until the payment is completed.
