See the latest EHS federal and state regulatory updates due to COVID-19


As previously discussed in recent Trinity Consultants Texas eNews articles, the Texas Commission on Environmental Quality (TCEQ) now requires the use of two Excel workbooks intended to streamline the New Source Review (NSR) permit application process. The two workbooks are in the Form PI-1 General Application (previously referred to as the NSR Application Workbook) and the Electronic Modeling Evaluation Workbook (EMEW).

With the latest Form PI-1 General Application workbook release, TCEQ added extensive instructions detailing the permitting actions that require use of the tool. Please note that TCEQ now explicitly requires the use of both tools, as applicable, for nearly all NSR permitting actions. This includes, but is not limited to, minor NSR permit applications (including initial, amendment, and alteration applications), as well as Prevention of Significant Deterioration (PSD), and Nonattainment NSR initial and major modification applications.

On May 31, 2019, the Form PI-1 General Application was updated to Version 3.2, and the EMEW was updated to Version 2.2. Beginning June 1, 2019, the TCEQ will accept Version 3.0 and forward of the Form PI-1 General Application and Version 2.0 and forward of the EMEW. TCEQ defines the number before the decimal point as the “version” and the number following the decimal point as the “patch.” Any patches of the latest version of either workbook will be accepted by the TCEQ; however, if a new version is developed, then the most recent version must be submitted with the permit application.
