On September 6, 2017, the Utah Air Quality Board (AQB) held a board meeting and proposed several new rules and amendments to existing rules that regulate oil and gas sources. The intent of the proposed rules and amendments are to streamline the permitting, compliance and emission inventory processes. As a result, the Utah Department of Air Quality (UDAQ) is creating a "permit by rule" process for small sources and gas wells in the industry. Gas wells would now be a source exempt from submitting a notice of intent for an approval order. However, gas wells and other sources exempt from submitting a notice of intent under Standard Industrial Classification code major group 13 sources would register with UDAQ under R307-505. Compliance officers for UDAQ will benefit because they will go from inspecting individualized permit sites to a more general oversight of all sites that are subject to the same "permit by rule" requirements.
This rules will be out for public comment from October 1 to November 15, 2017, and its expected adoption date is set for January 3, 2018.
