The “Regulation for the Reporting of Criteria Air Pollutants and Toxic Air Contaminants,” or CTR, was approved by the Office of Administrative Law and became effective January 1, 2020. CARB is already proposing amendments to the regulation to reduce applicability criteria and include more facilities. AB2588, the “Air Toxics Hot Spots” Rule has existed since 1987, but CARB has now introduced amendments to the AB2588 “Emission Inventory Criteria and Guidelines Regulation”, or EICG, to align the two programs.
