Benzene Waste Operations NESHAP (BWON) Roundtable Discussion

Experts developing and implementing BWON compliance programs understand that the BWON is a complicated regulation. Despite knowing the citations well, we routinely encounter issues where no clear compliance approach is established. At this training opportunity, Trinity will moderate a round-table forum to discuss these unclear issues and debate rationale for addressing them. We will select topics, but we welcome the input of all attendees.

Seminar topics

Topics will be selected via the following methods:

  • Situations (like flares, terminals PRVs, "aqueous," sour water, and others) where BWON citations do not fully resolve compliance requirements
  • Strategic decisions regarding the gray area between what is required and what is good practice
  • Any topic raised by roundtable attendees in the survey we will send out one week prior to the event

Refinery Sector Rule Workshop

On September 29, 2015, the U.S. Environmental Protection Agency (EPA) promulgated its final Petroleum Refinery Sector Risk and Technology Review (the Refinery Sector Rule), thus fulfilling EPA's obligations to evaluate residual risks and technological developments under sections 112(f) and 112(d)(6) of the Clean Air Act for the petroleum refinery NESHAPs, 40 CFR 63 Subparts CC and UUU. Certain requirements under this rulemaking became effective on February 1, 2016. This half day workshop will provide a summary of the key new requirements under the Refinery Sector Rule and will highlight the currently outstanding issues and ambiguities as well as the likely path forward for anticipated further rulemaking. Trinity will provide suggested best practices for conducting gap assessments and planning compliance/implementation strategies based on our experience across the refining industry.
