Managing for Success in Nonattainment Areas in Kentucky, Ohio, and Indiana

This new ½ - day course is designed for environmental professionals responsible for facilities impacted by a state’s air permitting and regulatory requirements for nonattainment areas. The course includes a review of nonattainment area provisions of the Clean Air Act; regulations particular to nonattainment areas in Kentucky (Louisville), Ohio, and Indiana; and procedures to determine whether changes at facilities are potentially subject to nonattainment NSR permitting. Relevant examples and a discussion of successful permitting strategies help bring the material to life.

During this workshop the instructor will provide an overview of the following topics:

  • Nonattainment NSR applicability determination
  • Importance of strategic capital planning over the five-year review period for NSR avoidance
  • Introduction to project emissions increase assessments
  • Nonattainment NSR permit requirements including Lowest Achievable Emission Rate (LAER) control technology, emissions offsets, and alternative sites analysis
  • Emissions trading concepts and how to leverage the emission banking system
