Canada’s proposed Regulations Respecting Reduction in the Release of Volatile Organic Compounds (Petroleum Sector) will require the implementation of comprehensive Leak Detection and Repair (LDAR) programs at Canadian petroleum refineries, upgraders and certain petrochemical facilities. Among other requirements, the proposed regulation will require that the operator of each affected facility implement an LDAR program.

Implementing an LDAR program is no small undertaking. On the most basic level, LDAR is simply finding and fixing leaks. However, not all leaks are easily identified.
