Jurisdictional Boundaries in Midstream: PSM v. PHMSA

In this course, you will examine the boundary between PHMSA and PSM when a pipeline enters a midstream facility. Midstream operations are familiar with the Pipeline and Hazardous Material Safety Administration (PHMSA) regulation but may not be familiar with where the Process Safety Management (PSM) regulation applies to their operations. This course will examine terminal operations, railcars and trucks, and underground storage.

The instructor will walk participants through real-world examples of determining PSM jurisdiction and applicability, including lessons learned from violations and citations as well as exemptions. At the end of this course, participants should be able to understand the elements involved in evaluating the PSM/PHMSA jurisdictional boundaries at a midstream facility.
